Belarus Intends to Enter the Russian Program for Old Cars Recycling

Ministry of Natural Resources on behalf of the Council of Ministers is working on the issue for Belarus to join the Russian program for old cars recycling, the representative of Ministry of Environment said on August 25th in Minsk.

Let us remind that this year in March a program for recycling old vehicles and receiving subsidies for purchase of new ones was started in Russia. According to the program owner of a vehicle upon delivery his car for recycling will receive a voucher for compensation of 50 thousand rubles, which can be used to purchase new cars assembled in Russia. Owners of cars produced in 1999 or earlier will be able to use the program, if this car belonged to the owner for at least a year. According to parameters of the program, the machine should have the full loaded mass of not more than 3, 5 tons and be a complete set.

"One of the directions of our work is to enter the Russian program, under which citizens who wish to purchase Russian cars, including the exchange of their old cars, will receive certain benefits, - Anatoly Lis, Deputy Minister for Natural Resources and Environmental Protection in Belarus, said. - We work in this direction; there is an order for us and for the Union government to work on the issue.”

A. Lis noted that “if we make a union customs area (under the Customs Union, note by Soyuz.by), then the Russian initiative could be found spread on the territory of Belarus.” “Assuming of course that a citizen wants to buy a car assembled in Russia", - he added.

Of course, the question arises, at the expense of which budget the compensation will take place. "These issues are being decided now, if Russia agrees to compensate the cost at the expense of their resources – no questions arise then, if it will be the sources of the Union State, then this will be the sources of the Union State", - A. Lis said.

In addition, the deputy minister said that today in the Council of Ministers there is a bill, developed by the Ministry of Internal Affairs which regulates the disposal of citizens’ personal transport unused due to unsuitability. A. Lis noted that at this stage, the bill is not agreed upon by all interested parties.

"The bill is pretty good; it was coordinated in the Ministry. The main problem is the attitude towards property, towards a car, today it is not easy to confiscate property, despite the fact that the owner doesn’t take care of it - A. Lis commented on the essence of the bill. - But I think that all issues will be handled and we have a legal act whereby, if a man for a long time does not use his car, he will be obliged to take it himself to a certain place, and today there are no problems to accept the secondary ferrous metals. If this is not happening - the car will be confiscated.”
