Kiev Refused to Hold CIS Manoeuvres in Ukraine

Ukraine has motivated the refusal to hold CIS manoeuvres on its territory by one of the provisions of the Ukrainian Constitution, reported Head of CIS Anti-Terrorist Centre (ATC) Colonel General of police Andrei Novikov.

He explained that the Constitution of Ukraine prohibits the presence of foreign special subjects on the territory of this republic.

“Therefore, the manoeuvres designed to counteract radiological terrorism will be held on Thursday, October 29th, in the vicinities of Moscow on the territory of state unitary enterprise of Moscow scientific production association “Rodon” in Sergiev Posad of Moscow Region,” RIA Novosti Ukrainy quotes Andrei Novikov. The General made this statement on Wednesday at the international theoretical and practical conference “Prevention of Radiological Terrorism” that is currently being held in Moscow.

According to him, the manoeuvres will include a training counter-terrorist operation aimed to free the hostages and neutralize the terrorists who hijacked a vehicle with radioactive waste on the journey route.

The conference is held within the framework of the 8th International Exhibition of Security Equipment “Interpolitekh-2009”. The representatives of services of Azerbaijan, Armenia, Russia, Belarus, Kazakhstan, Kirghizia, Moldova, Tajikistan, Turkmenistan, Ukraine and Uzbekistan as well as such organizations as Collective Security Treaty Organization (CSTO), Shanghai Cooperation Organization (SCO), Russia’s Ministry of Internal Affairs, Ministry of Foreign Affairs, Ministry for Emergency Situations, Rosatom and Moscow administration are taking part in the work of the conference.
