The plenipotentiary told how the idea of the project appeared. The meaning is that children in children homes need social adaptation that allows them to lead normal life after children homes. According to Grigori Rapota this system of social adaptation must cover the support of children after their leaving of children homes, the development of family model of children homes and so called social elevators in the sphere of sport, culture, art and science.
