V.Chernoivanov: Today it is necessary to integrate creating joint developments – this will yield tangible results for both our countries.

In the interview with N.Aleekseev, a journalist of the daily “Soyuznoe Veche”, Vyacheslav Ivanovich Chernoivanov, Director of All-Russian Research Technological Institute of Machine -Tractor Fleet Repairs and Operation – GOSNITI as well as an academician of Russian Academy of Agricultural Sciences, narrated about the development of agricultural mechanical engineering.

Development of Russian rural economy is inseparably linked with the introduction of new, enabling technologies based on breakthrough equipment. However it is neither reasonable nor possible to saturate our agriculture with foreign machinery. That’s why we have only one way out – to develop domestic agricultural mechanical engineering.

Development of Belarusian and Russian agricultural sector is feasible only on the basis of our national tractor and agricultural mechanical engineering. At present our countries are actively trying to develop these sectors.

Since the Union State was established, the Ministries of Agriculture and Industry have been constantly cooperating with each other re machinery construction and working out new projects. For instance, recently there have been developed some programmes aimed at construction of potato- and flax-growing machines while now – machines for dairy farming and processing.

Development of joint programmes made it possible to shorten the time-frame for organization of industrial production by 3-4 years as well as to reduce charges for development and adoption of new machines. It is the Union of our states which made it possible to join experts’ efforts so as to solve concrete problems, which is, no doubt, worth appreciation. Our institute entirely supports such cooperation.

Talking about the prospects for the Union State, it should be noted that cooperation in the following areas is to be developed more seriously.

First of all, these are reciprocal deliveries of machines and mechanisms for agri-industrial complex depending on the most developed areas in each country. Russia should buy more tractors of Minsk Tractor Plant whereas Belarus should not organize production of grain combines but to buy them in Russia. Similar approach should be used in relation to other farm machinery as well.

Then, more budget means should be assigned for the development of new machines and mechanisms that are necessary for both countries. These are tractors of new generation, grain and forage combines, equipment for mechanization of livestock sector as well as other complicated machinery.

Third, we should develop joint assembling of different machines as well as establish joint ventures concerning themselves with main types of farming machines.

Today we need to develop the Union State in all spheres, integrate at different levels, create joint developments, our enterprises should cooperate as much as possible – all this will yield tangible results for both our countries.
