Activities of CIS Joint Peacekeeping Forces Regulated by Agreement

The agreements concerning CIS Joint Peacekeeping Forces’ activities have been ratified by the Chamber of Representatives of Belarusian National Assembly.

The agreements concerning CIS Joint Peacekeeping Forces’ activities have been ratified by the Chamber of Representatives of Belarusian National Assembly.

Both the agreement on the order of financial, technical and logistics support of CIS JPF activities and personnel, as well as the agreement on social and legal safeguards, submitted for confirmation, were signed by Armenia, Kyrgyzstan, Belarus, Russia and Tajikistan.

Georgia , Moldova, Ukraine and Turkmenistan did not sign the documents. By reason of special opposition in relation to peacekeeping operations on CIS territory the agreements were not signed by Azerbaijan and because of the consolidated attitude the documents were not joined by Kazakhstan and Uzbekistan.

Addressing the Parliament, Leonid Maltsev, Minister of Defence of Belarus, said that Belarus had signed the documents with the proviso which regulates financial matters. For instance, the expenses of social and legal safeguards provided to CIS JPF personnel and members of their families is born on the ground of the decision about JPF establishment and the mandate about peacekeeping operation within the financial assets appropriated for this purpose in national budgets. The proviso was worked out at the suggestion of the Belarusian Ministry of Finance.

In case Belarusian government takes a decision to participate in CIS peacekeeping operations, together with ratification of these documents it will execute legal tools in order to secure the activities of JPF personnel and to provide them with social and legal safeguards.
