Klaus von Bayme: - There is no consensus on the future of the EU among its members, so pan-European strategy on expansion, the neighborhood policy and foreign policy have not been thoroughly worked out, the priorities are being scheduled. I believe that the current EU will simply not be able to digest such a big country as Ukraine. We accepted even Bulgaria and Romania too early. Ukraine's accession will not only split the EU, but also entail a confrontation with Russia. The same applies to NATO. If the Ukraine will be accepted as a member, then it is necessary to accept Russia as well. However, its membership would also radically change the block, in fact, explode it.

From my point of view, the optimal solution to the issue would be Slavic Federation of Ukraine, Belarus and Russia. It would be a natural partner for the EU and NATO, there is potential for widespread co-operation. However, many of us believe that a prerequisite for such cooperation - a democratic social order in these states. And the problem lies exactly here. The scientists who developed "index of democratization," believe that Ukrainian democracy is considered to be "defective", a Russian, sorry - "very defective", and Belarus generally referred to as "moderate autocracies." So even if the Slav Federation would appear it won’t be democratic in the Western sense.

However, the delay of the cooperation with these countries and waiting until democracies are perfect means to miss the chance. And the former Soviet Union has so many frozen conflicts. Suffice it to mention the Crimea, or Nagorno-Karabakh.
