Each UN member must be heard out

On August, 27 in New York a regular open session of UN Security Council was held devoted to the discussions on the ways of working methods improvement. In the course of the session the permanent envoy of the Republic of Belarus in UN Andrei Dapkyunas said that the Republic of Belarus insists on UN Security Council taking into account the opinions and concerns of all UN member states when making decisions especially of those states whose interests are directly infringed by the SC work.

In the course of the session the permanent envoy of the Republic of Belarus in UN Andrei Dapkyunas said that the Republic of Belarus insists on UN Security Council taking into account the opinions and concerns of all UN member states when making decisions especially of those states whose interests are directly infringed by the SC work.

Apart from that Belarusian diplomat pointed out that the most significant part of working methods is the mechanism of defining the sphere of responsibilities and the mechanism of UN SC decision making. In this connection the creation of the atmosphere of self-discipline and responsibility of the Council members when defining the sphere of SC competence was named the key prerequisite of the Council work improvement. It comes to the creation of an environment where the SC members would consider themselves not competent to hold an official or an informal discussion of the situation in UN member states or other issues that don’t pose a threat to the world piece and security.

The envoy of Belarus in UN said that the essential condition of the UN SC role strengthening in the settlement of world conflicts and in the growth of the Council work effectiveness may be not applying double standards, going away from rash and halved assessments, laborious search of truth and compromise and warning of a premeditated running wild of opponents. All this is especially urgent against the recent events in the world when Security Council practically has showed its weakness.

In the course of the discussion about the ways of the improvement of UN Security Council working methods the delegation from Belarus offered practical suggestions aimed at a more openness in SC work and the improvement of its cooperation with UN member states. In particular Andrei Dapkyunas suggested providing a new type of a session in addition to the existing forms of SC work: closed for press and non-government organizations but open for delegations. Such a format would be particularly useful in cases of special sessions that attract interest of UN member states.
