The Constitutional Act will be formed when Russian and Belarusian economic integration is at the higher level, said the head of the Union State Parliamentary Assembly Committee on social policy, science, culture and humanist questions at the press-conference for RIA “Novosti”. In this case the mentioned document is to become “the real base for building our integrated Slavic state”. Taking all this into account, the Union State Parliamentary Assembly deputies, department, ministry and committee representatives, both Russian and Belarusian, organize consultations, seminars discussing questions on Union State building. “We are working out the procedure to solve the question of not just building but already creating the Union State”, noted Viktor Volodatskiy. And here we assign a great part to the youth, because “The Union State creating is not an easy moment in relationship between our countries” In this period it is necessary to unify all the legislative acts in different life sectors, but at the same time one can’t treat all the federative and republic laws equally. “It is necessary not only unify the laws, but also create new ones that would work on the territory of the both countries, and the most important, the laws must protect people”, considers viktok volodatskiy.
