III Forum on draft union programmes opened in Moscow on October 21st.

The key objectives of the event are: to generalize the experience of implementing Union State programmes in the field of scientific research, culture, education and social sphere as well as to identify the most promising projects for their further implementation under the aegis of the Union State.

Opening the event, State Secretary of the Union State Pavel Borodin said that the forum was of strategic significance as far as at the recent Union cabinet council Vladimir Putin, Head of the Russian government, stated that Union State budget “can be increased twice, or three times or even more, but you should give us production programmes”.

Union programmes which have been implemented for the last 12 years of the Union State’s existence made it possible to create 5 million jobs, noted P.Borodin. This fact shows in full the true social significance of union programmes for the citizens of the allied countries.
